That's all I'm given. I have no idea how to do it. Please help.

Ask a tree. They do quite well, but that is another process.
From my old Fluids text book and Wikipedia, here is a version of the standard formula. This is for 20C (70F) water and assumes an interface contact angle of 20deg (no derivation was cited for the angle which could have a huge bearing on the result).
h= (2.8)10^-5 / w
h is the height of rise and w is the separation between the surfaces. They are both in the same units, whatever that might be: mm, m, ft., or inches. This is fairly straight forward for 1mm of separation.
You will notice that as the separation becomes smaller the rise becomes higher. I do not know the maximum limit to the rise. At some very small separation viscosity might have a self- limiting effect.
I standard formula itself may be flawed since it assumes that the force resulting from surface tension will increase as the effective surface area diminishes. But the supported weight of the water film will also diminish. The ultimate rise is most likely limited, but the limit is not shown in the references I used.
